EAEU Tracking Transportation Agreement Comes Into Force
On April 3, 2023, the Agreement on the Application of Navigation Seals in the Eurasian Economic Union (EAEU) for Tracking Transportation, signed by the Heads of Member States on April 19, 2022 in Moscow, came into force. The internal procedures necessary for the entry into force of the Agreement have been completed in all EAEU members: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. A navigation seal is a device that provides remote control over the movement of goods and vehicles.
The document has the status of an international treaty and establishes the legal basis for the use in the EAEU of a new technological control tool for the transportation of goods and vehicles navigation seals, while the scope of the Agreement applies exclusively to transportation carried out through the territories of two or more countries of the EAEU.
The use of this technology makes it possible to monitor the vehicle online at a distance of hundreds and thousands of kilometres and record any illegal actions made upon goods in a sealed cargo compartment, should they occur. Through the use of navigation seals, the transparency and security of transportation is ensured.
The agreement is aimed at minimizing state control measures during the transportation of goods (during transit, export and within the framework of mutual trade) and ensuring their legal circulation within the EAEU.
The agreement provides for the phased introduction of tracking, taking into account the categories of goods and modes of transport by which they will be moved. This approach will ensure a soft adaptation of transportation participants and government agencies to new working conditions that meet modern requirements. Today’s realities show that a new modern instrument of control is in the interests of both regulatory authorities and subjects of foreign economic activity.
On March 7 of this year, the EAEU Board approved an action plan for the implementation in the countries of the Eurasian Economic Union of a mechanism for tracking transportation using navigation seals, as defined by the Agreement on the Use of Navigation Seals in the EAEU to track transportation. The corresponding roadmap, which must also be approved by the EAEU Council at the level of vice-premiers of the Eurasian five countries, contains a set of measures. Their implementation will make it possible to start tracking shipments in the EAEU countries from January 2024.
